The Deputy Program Manager must be capable of successfully leading multiple teams of technical professionals in developing, testing, delivering, and sustaining web applications to fulfill Department of Defense software development contracts. The Deputy PM must also be able to balance the numerous responsibilities of managing development teams with the additional responsibilities of leading IT support, quality and configuration management, and technical documentation teams along with customer engagement to meet program objectives.
Oversee the entire Agile software development lifecycle (SDLC), including sprint planning, coding, integration, testing, delivery, and sustainment.
Manage the creation, coordination and approval of team policies, processes and procedures in all primary and supporting business areas.
Coordinate various program management documents to include project charters, project plans, and work breakdown structures.
Work with team members to monitor, track, control, and report the status of all program SAFe ceremonies.
Establish and manage the lines of communication within teams and between the company, Government stakeholders, and mission partners.
Coordinate with the Requirements Manager and Program Team Support Specialist to develop, update, and socialize key program schedule artifacts.
Ensure all program deliverables are completed with a high degree of accuracy and submitted by the due dates set forth in the Government’s Table of Deliverables within the PWS.
Work with team members to identify and neutralize program and technical risks to customers.
Work closely with the Project Control Analyst to establish, manage, and report on program funding.Review and approve monthly invoices prior to submission.
In conjunction with the Solution Architect and DevOps Lead, monitor, track, control, and report on the status of all SAFe ceremonies such as Build Planning, Sprint Planning, Sprint Reviews, Daily Stand-Ups, Scrum of Scrums, Retrospectives, Product Owner Forums, and Product Manager – Product Owner Synchronizations.
In conjunction with Partner Site Leads, ensure vacant positions are filled in a timely manner with qualified technical personnel. Conduct interviews with candidates seeking technical leadership positions.
Prepare, review, approve, and submit weekly and monthly status reports to program representatives, stakeholders, and the Vice President for Solution Engineering and Delivery (SE&D).
Conduct performance feedback sessions and performance reviews with team members to recommend promotions, salary increases, and bonuses to the Vice President for SE&D.
Qualified Candidates will have:
A Bachelor’s Degree or the equivalent years of experience working in an IT related field.
Five to eight years of program management experience and three or more years of experience in IT/software program management.
Excellent communication skills and the ability to develop and present ideas and results in oral and written format.
Excellent interpersonal skills, particularly the ability to successfully interact with team members, mission partners, and customers.
Excellent leadership, cross-group collaboration, and team-building skills, including experience leading technologically diverse teams.
Excellent problem-solving, analytical, and project management skills. Efficient in planning, directing, and leading software development and maintenance projects.
IT Integration skills.
Proficiency with computers and Office applications.
Preferred Candidates should have:
CompTIA Security+ CE, PMP, Agile, SAFe, and ITIL Foundations Certifications.
Experience in DoD or other federal agencies providing IT/software services or support.
Experience with JAVA and other computing languages.
Knowledge of the Agile Principles and SAFe.
Knowledge of SDLC.
